Product Description
Facility Connected (FC) Collocation allows you to access Unbundled Network Elements (UNEs), Ancillary Services and Finished Services within a Qwest Central Office (CO) using an entrance facility without collocating equipment in the CO. FC Collocation takes place on a termination block or termination panel within the designated CO and is engineered by Qwest; terminating a copper or fiber cable at a demarcation point for cross-connection to the desired service facilitates interconnection or access to UNEs, Ancillary Services, or Finished Services.

FC Collocation is available where facilities exist throughout Qwest's 14-state local service territory.
Terms and Conditions

Qwest performs the cross connection at the demarcation point based on information on the Alternate Point of Termination (APOT) form.
FC Collocation is available with the following configurations:
- Copper Entrance Facility for termination and cross-connection to appropriate Digital Service Level 0 (DS0) and Digital Service Level 1 (DS1) UNE services.
If the Copper Entrance facility is to be utilized for DS1 UNEs, you must provide two (2) CFA assignments and must transmit a Trunk Level 1 (T1) templated signal over the copper facility. DS1 Copper entrance facilities may be wired to a DS1 office repeater to remove line voltage before terminating on the Digital System Cross-Connect (DSX) panel. Qwest will install and charge for this repeater equipment.
- Fiber Entrance Facility termination and cross-connection to appropriate fiber UNEs
- Other levels of service such as DS1 or Digital Service Level 3 (DS3) with fiber are available using the Bona Fide Request (BFR) process.
All Qwest terminations on the Termination Frame or Termination Panel have a frame address. Qwest will establish and maintain frame or panel address records for Qwest terminations. You will be required to maintain your address records.
Protection from lightning or voltage is required for copper entrance facilities and require protection units on standard connector blocks on the distribution frame. Qwest will engineer and install this protection and bill you for these materials and labor as part of the FC Collocation request. All copper cables used for interconnection or access to UNEs, Ancillary Services, or Finished Services must come through a cable vault/entrance facility and have grounded/bonded sheaths.
You will be responsible for providing an entrance facility to Collocation - Point of Interconnection (C-POI).

FC Collocation charges are based on the information you provided on your Collocation Application form and the work to be preformed. There are additional charges that are unique to FC Collocation and typically could appear on a FC Collocation quote:

Implementation
Product Prerequisites
If you are a new CLEC and are ready to do business with Qwest, view Getting Started as a Facility-Based CLEC. If you are an existing CLEC wishing to amend your Interconnection Agreement or New Customer Questionnaire, additional information is located in the Interconnection Agreement.

To request FC Collocation in a particular Qwest CO use the FC Collocation Application form. Application and APOT(s) forms specific to Facility Connected Collocation can be found under Applications and APOT forms table in the Collocation - General Information.

The ability to request Collocation - Synchronization Testing Overview is also available with Facility Connected (FC) Collocation.
If Copper Entrance facility is to be utilized for DS1 UNEs you must also provide the following circuit transmission information on the Collocation Application:
- Length of cable between the Point of Interconnection (C-POI) and the CLEC repeater or equivalent unit
- Cable Gauge
- Whether the cable is screened or shielded. If neither, are the transmit and receive pairs in separate cables? If not, what is the binder group and pair information? You must provide sufficient pair separation when ordering DS1's to mitigate possible cross-talk problems (pursuant to Technical Publication, Interconnection and Collocation for Transport and Switched Unbundled Network Element and Finished Services, 77386
- Total simplex resistance of the cable plus the repeater power supply (this information should be provided in the Remarks section of your LSR or ASR)

Provisioning and Installation

Qwest will perform continuity testing from the C-POI to the block or panel. Any problems following turnover will be resolved utilizing the Maintenance and Repair process.
