Product Description

Directory Publisher Lists provide white page directory listings, excluding nonlisted and nonpublished listings, to carriers and publishers for use in publishing printed or electronic telephone directories. Qwest's database includes listings for all Qwest end users, as well as certain Independent Local Exchange Carriers (ILECs), Competitive Local Exchange Carriers (CLECs) and Enhanced Service Providers (ESPs) across our 14 state local service territory.

Directory Publisher Lists are available in two (2) basic product categories:

  1. Subscriber Lists: Customized lists of alphabetized listing information, in a fixed or variable field file format, including caption arrangements, for the directory geographic areas and markets selected by you. Subscriber Lists are also known as Composed Product Entries (CPE). These lists present the listing information in a composed, finished format like you'd expect to see in a published directory. Media options include Compact Disk (CD), or electronic transmission via File Transfer Process (FTP). Subscriber Lists allow you to choose the selection criteria, for example, NPA/NXX, exchange names, business and/or residence, government and others. For example:

    • Government Lists - Lists containing only the government listings for the geographic area you select.
    • Customized Residence Lists - containing only the residence listings for the geographic area you select.


  2. Subscriber List Database Load (SLDL) and Subscriber List Database Updates (SLDU): SLDL and SLDU Lists contain listing, information, related account data and other listing related elements for the geographical areas and markets you select. These lists contain placement information which will allow you to properly group listings into sets for publication. These lists are provided in the Activity Interface Request (AIR) format which is also available in an Extensible Markup Language (XML) version. Electronic transmission options include File Transfer Process (FTP), Compact Disk (CD) or use of the Qwest Protected Internet Delivery (QPID), where the file may be downloaded.
  • Subscriber List Database Load (SLDL) - An initial load file which is a snapshot of the Qwest listings database at a given point in time. This List contains all subscriber listings in the Qwest listing database for the geographic area you select. SLDL data can be used to load or re-load a publisher's database.

  • Subscriber List Database Updates (SLDU) - Once the Subscriber List Database Load (SLDL) file(s) has been supplied, SLDU provides all changes to any of the data elements provided in SLDL, including new connects and disconnects.

Availability

Directory Publisher Lists are available to any Directory Publisher.

Terms and Conditions

You obtain Qwest Directory Publisher Lists by entering into a license agreement with us for your use of the Directory Publisher Lists for the sole purpose of publishing directories. The lists may not be used for any other purposes and may not be reproduced or re-sold. Your order is processed within thirty (30) days after we receive your order form.

You are responsible for the following: Honoring subscriber-requested restrictions

  • Removing a listing from your database and not publishing a listing when the subscriber elects nonpublished or nonlisted status after the List Information has been provided, upon instruction from Qwest.
  • Technical Publications

    Technical Publications section does not apply to Directory Publisher Lists.

    Pricing

    Rate Structure

    Recurring charges do not apply to Directory Publisher Lists.

    Nonrecurring charges are comprised of the following rate elements:

    • List Product:
      • Subscriber List, including separate rates for Government Lists
      • Subscriber List Database Load (SLDL)
      • Subscriber List Database Updates (SLDU)
    • Media charges per CD (if applicable)
    • Shipping charges (if applicable)
    • Transmission fees (if applicable)
    • Test Files - Note: New clients receive their initial test file free of charge. Additional test files are available at the rates per your Agreement with Qwest.

    Rates

    Rates are in accordance with your Agreement with Qwest for the Use of Directory Publishing Lists.

    Tariffs, Regulations and Policies

    The Tariffs, Regulations and Policies section does not apply to Directory Publisher Lists.

    Optional Features

    The Optional Features section does not apply to Directory Publisher Lists.

    Implementation

    Product Prerequisites

    Your initial point of contact is the Qwest Directory Publisher Lists Account Manager.

    Pre-Ordering

    Ordering

    Contact the Qwest Directory Publisher Lists Account Manager to obtain a copy of the Agreement and technical specifications.

    A Qwest Directory Publisher Lists Service Representative will be assigned to you and will perform the following:

    • Reviews the contract with you to ensure your understanding of the lists options and usages
    • Provides training on completing the order form, the provisioning processes and the technical specifications
    • Establishes the billing account
    • Facilitates the process to establish the electronic transmission processes including the arrangements for delivery of test files
    • Responds to your billing inquiries
    • Provides dedicated, on-going support

    Directory Publisher Lists are ordered by completing a Qwest Directory Publishing Lists Order Form. The order form is also an Exhibit to the License Agreement for the use of Directory Publisher Lists.

    Your order is processed within thirty (30) days after we receive your order form. Publishers receiving the data via electronic transmission must have the network in place and tested prior to the due date. If the transmission network is not in place by the due date, the due date must be renegotiated or the information will be supplied to the publisher via CD.

    Provisioning

    For information regarding the Subscriber List Database Load (SLDL) and Update (SLDU) file formats and content, refer to the Subscriber List Database Load and Updates User Guide.

    Maintenance and Repair

    Contact your Qwest Directory Publisher Lists Service Representative regarding any maintenance issues.

    Billing

    Billing and Receivable Tracking (BART) billing is described in Billing Information - Billing and Receivable Tracking (BART).

    A detailed monthly bill will be rendered by the BART billing system by the 15th (business day of each month, for any charge(s) incurred in the previous month. A summary statement will be included with each bill.

    Directory Publisher Subscriber Lists and Subscriber List Database Load (SLDL) are both billed on a per record basis.

    Subscriber List Database Updates (SLDU) are billed for each listing transaction involving changes to subscriber listings. For example, a change in a subscriber telephone number will generate two transactions. The first transaction will remove the listing record in "OUT" activity. The second transaction will be "IN" activity to input the new listing record.

    Frequently Asked Questions (FAQs)

    1. How many listings are there in each NPA/NXX?
    Contact your Directory Publisher Lists Service Representative for a current count of listings.

    2. Are listings available by geographic selections, or do I have to buy the entire database?
    No, you do not have the buy the entire database. The Publisher Lists are extracted based on criteria you select, such as state, community name, NPA/NXX, residence, business or residence/business.

    3. Does Qwest provide the listings of other carriers in its database when it provides its own?
    Yes. However, some carriers require separate agreements with publishers. Qwest will provide listings according to the directive(s) communicated in the carrier's Letter of Authorization (LOA).

    4. In SLDU, will all caption set updates be full caption replacements?
    No.

    5. Does Qwest use government branch indicators for local, state or federal branches of government?
    Yes. The branches Qwest uses are federal, state, county, city, as well as others.

    6. Does Qwest provide the full 10-digit number on all listings?
    Yes.

    7. Will Nonpublished and Nonlisted listings be included in the List?
    No.

    8. If fields allow for data to be abbreviated, will Qwest provide a table of the abbreviations?
    Yes.

    9. Can a publisher order just the business listings?
    Yes. The publisher may order business Lists, residence Lists, or combined business and residence Lists.

    10. How will Qwest handle an NPA split?
    You will be notified in advance of NPA splits. The Lists that you receive after an NPA split will contain the new NPA(s).

    11. How does Qwest provide the Publisher Lists?
    Electronic transmission options include FTP or CD. Additionally, SLDL and SLDU files may be downloaded from QPID.

    12. Does Qwest have the capability to provide all Qwest updates for all 14 states on a single file, from a single site?
    No.

    13. Does Qwest have the capability to provide all Qwest updates for all 14 states on a single file?
    We normally provide separate files, aligned to the separation of our states into territories (Central, Eastern and Western). Your Directory Publisher Lists Service Representative will discuss other options with you.

    14. Does Qwest have the capability to provide all Qwest updates for all 14 states on a single file, from a single site?
    No.

    15. How often will Qwest send updates?
    Qwest transactions are extracted daily and updates are provided according to the frequency you've selected (daily, weekly, bi-weekly or monthly).
