Product Description

Common Area Splitter Collocation provides the infrastructure for the joint and simultaneous use of different bandwidths of one local loop by multiple Local Exchange Carriers (LEC) by placing Plain Old Telephone Service (POTS) splitters outside of your collocation space near your Digital Service Level 0 (DS0) termination points. Qwest will be responsible for installing the POTS splitter shelves. CLECs with physical caged or cageless Collocation will have the option to maintain their POTS splitter cards or have Qwest perform this maintenance function.

• Line Sharing/Shared Loop
• Line Splitting
• Loop Splitting

Line Sharing /Shared Loop, Line Splitting, and Loop Splitting allow two telecommunications providers to simultaneously provide voice and data over a single facility.

By separating the POTS line frequencies into a voice channel and an advanced service channel, a line can carry both voice and advanced services traffic simultaneously. (In Line Splitting and Loop Splitting - Qwest is not the voice provider)

Common Area Splitter Collocation is available where facilities exist throughout Qwest's 14-state local service territory.

Terms and Conditions

Terms and conditions are included in your Interconnection Agreement, if these terms differ from those set forth in this web page, then the terms of your Interconnection Agreement may prevail. You may elect to maintain your POTS splitter cards after amending your existing Interconnection Agreement to include the terms and conditions for POTS splitter card maintenance. If you elect to perform the splitter card maintenance this election will be for all of your Common Area Splitter Collocation sites in Qwest's 14 state operating territory.

POTS splitters are placed in a Qwest Wire Center.

The infrastructure, or splitter equipment, that is required in the Qwest Wire Center, to provide Line Sharing, Line Splitting or Loop Splitting will be constructed utilizing a product and process called "Splitter Collocation". If Common Area Splitter Collocation is requested, it must be ordered and constructed before Line Sharing, Line Splitting or Loop Splitting requests. These are ordered following the Local Service Ordering Guidelines(LSOG) .

The splitters do not require external power to work, and the passive POTS splitter supports such lifeline services as 911, in the event of a Digital Subscriber Line Access Multiplexer (DSLAM) power loss.

The POTS splitters must meet the Federal Communications Commission (FCC) requirements and Network Equipment Building Standards (NEBS) Level 1 Safety standards.

If you elect to have POTS splitters installed in Qwest Wire Centers, via Common Area Splitter Collocation, the POTS splitters will be installed in one of the following locations:

• In a relay rack near to your DS0 termination points or;
• On an Interconnection Distribution Frame (ICDF) to the extent such a frame is available; or
• On the Main Distribution Frame (MDF), when options (a) and (b) are not available or in wire centers with network access line counts of less than 10,000.

Under the first two options (relay rack or ICDF) the POTS splitter will be appropriately hard-wired or pre-wired.

You either may purchase POTS splitters or have Qwest purchase the POTS splitters on your behalf.

If you purchase the POTS splitters:

• Qwest will be responsible for installing the POTS splitter shelf with cards as supplied, but you will lease the POTS splitters to Qwest at no cost.

If Qwest purchases the POTS splitters:

• You are responsible for full reimbursement of the cost of the POTS splitters plus any pass through actual vendor invoice costs, including but not limited to, taxes, shipping and handling.
• Qwest will not be responsible for shortages of POTS splitters or Qwest's inability to obtain POTS splitters from vendors, if acting as your purchasing agent.

Qwest may install the POTS splitter shelves of different CLECs in a single relay rack (bay) or frame.

You have the option to maintain the POTS splitter cards or have Qwest perform this function.

• If you elect to maintain the splitter cards:
  • You will be responsible to troubleshoot and replace defective cards. Qwest will be responsible for troubleshooting and trouble isolation of circuit continuity issues up to the splitter card and from the Splitter card to the DMARC.
    • You will also be responsible to add cards as necessary to provision un-carded splitter shelf slots.
    • If you elect to maintain the splitter cards this election will be for all of your Collocation sites in Qwest's 14 state operating territory.
    You will be responsible to clearly label your splitter shelf as CLEC maintained.
• If Qwest performs the maintenance function:
  • You will be responsible for inventory and supply of spare cards in the event a defective card requires replacement or a card needs to be added to provision an unused slot.

Common Area Splitter Collocation charges are based on the information provided on your Collocation Application and the work to be performed. Additional charges unique to Common Area Splitter Collocation are:

Common Area Splitter Collocation	Splitter Collocation provides a low-cost alternative for Asymetric Digital Subscriber Line (ADSL) data transmission. You can provide data services independently of voice services. Benefits for Splitter Collocation coincide with the benefits of the Line Splitting and Line Sharing products. Permits placement of splitter equipment in a common area outside of your collocation space.

Implementation

Product Prerequisites
If you are a new CLEC and are ready to do business with Qwest, view Getting Started as a Facility-Based CLEC. If you are an existing CLEC wishing to amend your Interconnection Agreement or New Customer Questionnaire, additional information is located in the Interconnection Agreement.

Pre-Ordering

General pre-ordering activities are described in the Pre-Ordering section of Collocation - General Information. If you elect to perform POTS splitter card maintenance you will be required to notify your Wholesale Collocation Service Manager (WCSM).

Ordering

General ordering activities are described in the Ordering section of Collocation - General Information.

If you elect to maintain your POTS splitter cards you must indicate this in the notes section of the New/Change/Augment application. If not indicated otherwise, Qwest will be responsible for all maintenance of the splitter cards.

The ability to request Collocation - Synchronization Testing Overview is also available with Common Area Splitter Collocation

Submit a New/ Change/Augment Application form to order Common Area Splitter Collocation at a particular Qwest Central Office (CO). The form is located in the Applications and APOT forms table in the Collocation - General Information.

Qwest will maintain and repair the splitter shelf assembly. You will have the option to perform maintenance and repair of the POTS splitter cards.

CLEC Maintenance of POTS splitter cards

If you elect to maintain the POTS splitter cards you will be permitted physical access to the common area splitter shelve(s). This maintenance option will only be available where the CLEC has unescorted access to the Qwest Wire Center and is not available for Virtual Collocation Common Area Splitters.

You must clearly label all splitter shelves with:

"CLEC Maintained Splitter (name of CLEC) is responsible for Splitter Card Maintenance".

You will be responsible to troubleshoot, repair and replace, if necessary, the POTS splitter cards. You will also be responsible to supply and inventory spare POTS splitter cards.

You will be responsible to add cards, as necessary, to provision un-carded splitter shelf slots. If you elect to maintain the splitter cards this election will be for all of your Collocation sites in Qwest's 14 state operating territory.

Qwest Maintenance of POTS Splitter Cards:

Qwest will perform maintenance on your Common Area Splitter Cards, at your expense.

You will not be allowed to remove or replace Common Area Splitters Cards. You will only be allowed physical access for the purpose of trouble shooting and assisting in the isolation of reported troubles to the splitter cards or to add additional capacity to an existing shelf.

If you identify trouble with your Common Area Splitter Collocation or need cooperative testing, contact the Qwest Wholesale Repair Center at 1-800-223-7881.

CLECs with a Virtual or Common Area Splitter Collocation site may request to have a circuit card(s) added or upgraded.

You will need to contact the Qwest Wholesale Repair Center at 1-800-223-7881, option 2 and provide the following information:


• Non-Fiber Circuit ID (i.e. HJ101/OFX/PTLDOR14/PTLDOR14xxx)
• CLEC Company Name
• CLEC Reported by: Name and Telephone Number
• Central Office Address
• Detailed Description of work requested (i.e. number of cards, relay rack, shelf and slot for card placement or replacement)
• Method of card delivery to the Central Office (i.e. hand carry, Federal Express, USPS)
• Projected shipment date of cards (Cards need to be delivered by noon of the day that the work is scheduled)
  
  Qwest Design Services Center (DSC) will contact you to verify the information. The following information will need to be clearly marked on the shipment:

• "Qwest Central Office — Virtual Collocation Augment" or Qwest Central Office — Common Area Splitter Collocation Augment"
• Central Office PICS receiving area
• Pseudo Circuit ID
• CLEC Name
• Each individual card must be marked with the CLEC’s 11 digit CLLI code
  
  The CLEC will ship the new card and if this card is a replacement, you will provide packing material, postage and the ship to address information for the CO to use in returning the original card.
  
  Once the work has been completed, the CLEC will be billed a maintenance service charge, as specified in your Interconnection Agreement, based on the time spent to complete the request.
