Description
Qwest Joint Testing Process is offered at the Interconnection Distribution Frame (ICDF). This allows you to request Qwest to participate in the joint testing of your terminations at the ICDF after you have placed equipment in your physical or virtual collocation space.
Terms and Conditions
Qwest will only test between your Collocation and the ICDF once your equipment is in place and cable is terminated.
Qwest will not charge a Quote Preparation Fee (QPF) for the Joint Testing Process. Joint testing will be completed within ninety (90) calendar days of the collocation site acceptance if requested on the New/Change/Augment application form with the Joint Testing Option box checked. If joint testing is requested on the stand-alone Joint Testing at the IDCF application, the joint test will be completed within ninety (90) calendar days of the acceptance of the application form. You must specify the type of termination to be tested on the Joint Testing at the ICDF application or the New/ Change/ Augment application forms. Qwest must be present during the testing. You must provide contact information on the application. Collocation application forms are located in the Ordering section of Collocation - General Information.
Qwest will acknowledge acceptance of your application within 10 calendar days of an accepted New/ Change/ Augment Application or Joint Testing at the ICDF Application.
You will provide test equipment for your technicians and Qwest will provide test equipment for Qwest's technicians. Qwest will engage with you in conducting continuity tests on terminations at the ICDF. Qwest will not operate your test gear.
If terminations identified for testing show a greater than 2% error rate, and it is determined that the errors are Qwest errors, the CLEC will not be charged for this Joint Test. However, if the errors found are equal to or less than 2% or if the errors are facility errors and the CLEC provided the facilities, Qwest will charge for the Joint Testing (e.g., one pair is counted as two terminations and errors are counted as one termination basis).
If you request charges waived due to Qwest errors found during testing, Qwest may access your Collocation space to identify if the facility cabling sequence is correct per applicable standards. You may view Qwest facility cabling at the ICDF to identify cable sequence. If the errors are validated as Qwest errors, the charges are waived, other wise Qwest will charge for testing.
If errors are found during the Joint Test Process, Qwest will only provide tools and materials for the repair of Qwest-network faults. If errors are facility errors and you provided the facilities, you will be responsible for the replacement or repair of those facilities.
Rate Elements
Nonrecurring Charges:
The rate is a minimum of one hour per joint testing request at the Virtual Collocation maintenance rate and a per half-hour charge at the same rate for any time exceeding the one hour. Qwest identified trouble during the test will be corrected by Qwest at no charge.
Ordering
The Joint Test Process requires the submission of one of two different types of applications.
- The New/Change/Augment application should be used for the joint testing of terminations being installed as part of the New/Change/Augment build. Changes to the joint testing of those terminations being ordered on the New/Change Augment build can be submitted up to quote acceptance (50% paid). After quote acceptance, the Joint Test at the ICDF (stand-alone) application may be submitted. In this case the Joint Test At the ICDF application will have a due date of 90 days from collocation site acceptance rather than application submit, in order to allow for the completion of the New/Change/Augment build.
- The Joint Test at the ICDF application (stand alone) should be used when requesting the joint test of terminations previously installed and accepted, with the exception of the above caveat.

The Joint Testing at the ICDF application should be submitted to both the Collocation Project Management Center (CPMC) at: rfsmet@qwest.com, and your Qwest Wholesale Collocation Service Manager at: colo@qwest.com as stated on the application.
Your Collocation Application will be validated using the validation process described in the Ordering section of Collocation General Information.

You are required to contact rfsmet@qwest.com for a joint test date after your equipment has been installed.
Billing
You will be billed for Joint Testing in the following manner: a one (1) hour set up fee per Joint Testing at the Virtual Collocation maintenance rate, specified in your Interconenction Agreement and in addition a per half hour testing fee at the Virtual Collocation maintenance rate.
